Introduction:

The last decade had seen a dramatic transformation in the environment - development debate. The phrase "Sustainable Development" has become pervasive. It has become the watchword for national and international aid agencies, jargon of development planners and theme of conferences and learned papers. Environmental issues have served to remind us that development policies need to look beyond the present generation, that we all belong to the same world and that the destinies of all nations are linked. Indeed, it is possible that global environmental issues may reshape relationship among nations. Responding to environmental concerns makes self-interested isolation more difficult and reinforces the need for long-term policies rather than short-term strategies in economic and political relationships.
