Whenever we think about communication, our major concern is to communicate in an effective way as well as with high reliability. The problems in communication are somewhat different from the problems that we face in other fields. The main problem lies in its behavior. Communication is a process wherein the act of communication is constantly changing as the communication proceeds.

One cannot imagine that any developmental process can be made significant without providing any communication facilities and extension activities. The manufacturers of tractors, trucks, railway wagons will not teach the farmers how to grow more food. The road engineers are not going to tell them how, and when to irrigate. Even the factories of chemical fertilizers are not responsible to tell the farmers about the composition of their products. But incidentally and effortfully all of them are working for the single target of growing more food.
